In fairness it seems most likely a server issue, purely a guess but I reckon once someone is in at 9am and reboots it then things be back up by about 9.30am.

Its funny you should mention that, we've had a bunch of new members attempt to join here this morning that were all listed spammers, manual approval does seem to be the only way to effectively control it.
